Biography

Ms. Kelly is a senior associate of the firm. Her practice focuses primarily on counseling clients and providing transactional services on matters concerning construction, zoning, and land use. She also handles drafting and court appearances for Supreme Court litigation in real estate matters.

Most recently, Ms. Kelly served as Assistant General Counsel and Acting General Counsel at the New York City Board of Standards and Appeals. In this capacity, she provided legal advice to the Board and its staff, and also advised applicants, including property owners, architects, and engineers, during the pre-application and review processes. She is highly knowledgeable about all facets of Board practice, including variances, special permits, vesting cases, and other forms of discretionary relief. Additionally, Ms. Kelly has significant experience with the City's other land use agencies, including the Department of Buildings, the Landmarks Preservation Commission, and the Department of City Planning.

Prior to her admission to the New York State Bar, Ms. Kelly worked in the Landmarks Preservation Commission's General Counsel's Office and at the New York City Law Department, as well as in the private sector. She also worked on a variety of real estate development and brokerage matters while at the Real Estate Board of New York from 1999-2002.
